Method Statement for Survey Works.

1. Purpose:

This Method of statement provides guidance on performing detailed site surveys of installation facilities and civil works complying with the project requirements. Technical specifications, procedural guidance, and quality control criteria are outlined for developing large-scale site plans used for engineering drawings of planned projects, or detailed as-built feature mapping of completed facilities as required.

2 Scope of Work:

    1. The works shall involve the measurement of slope embankments and ground levels using GPS / TPS survey techniques as feasible to Contractor
    2. The works will also involve the mapping of the site topography in relation to a fixed datum – Ordnance Survey GPS Active Network.
    3. The works will be subject to the rules and regulations governing contractors working within / on the site, which will be given upon induction.

3. Hazards Identified:

The hazards to working in the environment are to be set out in the risk assessment, these are briefly (but not limited to):
  • Underfoot Conditions: Slip/Trip Hazards;
  • Moving Vehicles/Machinery.
  • Overhead Services.
  • Stockpiles.
  • Open Water Bodies Adjacent to site.
  • Vegetation.
  • Public Vehicles.

4. Equipment & Tools:

The following equipment shall be used to undertake the survey:
  • Leica Smart Rover GPS system or any other suitable brand.
  • Leica TS15 Total Station or any other suitable brand
  • Leica auto level or any other suitable brand.

5. Working Methods:

  • All survey work is to be undertaken by the surveyors using both GPS Survey receivers and Total Stations and Autolevel  or any one as feasible.
  • Enough detail is to be surveyed as to ascertain the general topography of the site. Level detail to be taken at 100, 50, 20, 10 meter intervals depending upon the area.
  • All survey instrumentation shall be positioned to minimize inconvenience to the works and shall be so situated that the workforce shall not be at risk of injury due to the above.
  • Where applicable, the surveyor shall follow safety guidelines laid down by the site management staff. The surveyor shall work within the ‘zone of safety’ at all times, and remain in constant contact with the site management team.
  • The surveyor shall establish survey control in positions necessary to enable all relevant data to be collected.
  • New control stations shall be installed, marked, and prepared on station description sheets, in accordance with client specifications. They shall be positioned in GPS friendly areas, where on open view of the skyexists, to minimize cycle slips, multipath and other interference. Markers shall be road nails or ground anchors as appropriate to the surface to which they are installed.
  • Any further extension of the transformation shall by extended by establishing a minimum of two control points within the extension boundary.
  • For total station work, the instrument is to be set up over a known point, referenced to another known point, and a check measurement observed and recorded. The collection of topographic detail is to proceed in a systematic manner as to allow the rapid collection of data and ensure the safety of the surveyor.
  • All control stations shall be observed for at least two epochs of 3 minutes each, separated by at least 20 minutes. The control stations will employ either the quick- release tripod or wooden tripod for stability.

Responsibilities:

1. Project Manager:

The Project manager the overall responsible for all project activities. He shall ensure that all activities are time-bound, quality bound, safety bound and are in line with the contract requirements

2. QA/QC Manager:

The QA/QC Manager shall oversee the project with respect to all quality requirements. Ensuring the consistency of quality compliance, products and services with reference to all applicable codes and standards.

3. Construction Manager:

The construction manager shall be responsible for the implementation of this method statement & oversee all construction work activities as required in the approved technical documents.
  • He shall ensure that all permits and coordination have been done prior to initiating the work.
  • He shall ensure that all works is done as per approved drawings, materials, and qualified personnel.

4. QA/QC Engineers:

He shall be responsible for performing inspections / checking of materials, workmanship, required documentation, evaluation, and witnessing field-related tests in-site and off-site according to approved drawings and project requirements.
  • He shall be responsible for determining non-conformances and ensuring it’s closed on time and Properly.
  • He shall conduct all required inspections and tests are specified in the approved ITP.

5. Site Engineer:

He shall be responsible for supervision activities and implementation of this method statement, approved shop drawing and other technical requirements.
including the quality aspects of materials, and good workmanship.

6. HSE Manager:

He shall ensure that all activities are in full compliance with the project HSE requirements. He shall carry out all duties and responsibilities with respect to the approved OHS plan Health, Safety and Environment Measures.

7. HSE Officer:

He shall ensure that all activities are in full compliance with the project HSE requirements. He shall carry out all duties and responsibilities with respect to the approved OHS plan Health, Safety and environmental Measures.

8. Project Engineer:

  •  Supervise and plan the activities of Chief surveyor for safe and accurate surveying work.

9. Chief Surveyor:

  • Stake out reference points and markers that will guide the construction of new structures such as roads or buildings.
  • Ensure that a project has actually been finished in terms of length and other dimensional measurement.

10. QC Inspector:

  •  Inspect and conform that the surveying work meets or exceeds the drawing’s specified dimensions requirements.

11. Safety Officer:

  • Observe, monitor and ensure that safety and environmental requirements are followed during surveying.

12. Compliance to Safety & Protection:

Prior to starting any work activities, the following major steps would be carefully followed, following the necessary approval and work permit received from Client.
  • Contractor shall place guardrails, barricades, lights and other protective measures required for the safety of personnel and the premises.
  • All reference points, property markers, benchmarks, , shall be carefully maintained during demolition and earthwork. Damage to a reference point during the performance of the work shall be repaired or replaced by the contractor.
    • Unless otherwise specified, all known utilities within the project limits will be located and marked by the
    • During earthwork, all necessary precautions shall be taken to protect and preserve utilities scheduled to remain.
    • In case of any damage to the existing services / equipment,s or property during excavation, contractor shall comply with the contract requirements.

    13. Quality Control:

    • The surroundings shall be kept clean in compliance with international standards.
    • All inspections and testing shall be performed as per the required standards of the project.
    • The client will receive a site inspection notification before 24 hours or less.

    14. Test & Quality Records:

    • All the tests and records shall document compliance with the project quality plan.
    • Requirements are to be submitted to the client at the end of the project.

    15. Attachments:

    The following attachments will be produced at the time of inspection at the site.
    • RFI
    • Calibration Paper
    • Approved drawing
    • Pictures
